We are using exchange 2013 with owa access. File types with the extension .snp are blocked.

However the .snp file is allowed when the file is sent from gmail to an owa user.

and...

The .snp file is allowed when the file is sent\received using Light Version of OWA

any thoughts or help appreciated

Thank you for your question.

We could try to use the following command to allow to send/receive .snp file:

Set-OwaMailboxPolicy -Identity Default -AllowedFileTypes '.snp'

I have run that command and the .snp files are allowed.

Here are the conditions where it does work

1 - When an .snp file is sent from an external mail address i.e gmail

2 - When using the owa light client

Changes to Outlook Web App mailbox polices may take up to 60 minutes to take effect. In on-premises Exchange 2013, we could force an update by running the command IISRESET /noforce.

I have restarted iis and rebooted the server

pls note that it works under certain conditions as per above notes
